			<content:encoded><![CDATA[<p>Working directly with the Board of Directors, Michelle is accountable for all financial activities of NOA.  She obtained her BS accounting degree, at CSU Stanislaus and brings with her 20 plus years of accounting experience.  She has been a part the NOA team for 9 years.  Three years as the Accounting Manager and for the past 6 years, as the controller.  In addition to her experience, she handles NOAs multi-million dollar budget and has experience complying with federal, state, and local government contracts.   She also oversees Human Resources and is responsible for the daily Administrative Operations of NOA.</p>

<p>Mike was formally Quality Control and Quality Assurance (QC/QA) Coordinator for Caltrans District 10. As the Central Region instructor for QC/QA and AC Paving classes, Mike instructed many of Caltrans and Contractor personnel in the interpretation and implementation of the Departments QC/QA program.</p>

<p>During his 30 years of experience Pat has prepared hundreds of geotechnical investigation reports, mainly throughout the San Joaquin and Sacramento valleys. These projects have included shallow and deep foundations, expansive clays, soil stabilization, geosynthetics, liquefaction analyses, pavement distress evaluation and design, slope stability analysis, seepage analysis, and construction materials testing. Pat has extensive experience in the analysis, design, and construction of levees.</p>
