Site Assessments and Investigations
NOA conducts assessments and investigations ranging from ASTM Phase I environmental site assessments (ESA’s) to limited site or extensive subsurface investigations. To support technically proficient and quality field efforts, NOA owns and operates some of the most advanced technological equipment available including mobile Geoprobes, vapor analyzers, geophysical instrumentation and more, plus a fleet of truck and track mounted drill rigs and remedial service trucks. NOA can perform soil and groundwater sampling and assessment, coordinate analytical laboratory services, complete hazardous and non-hazardous waste profiling, coordinate soil disposal to appropriate landfills, as well as complete finalized reporting requirements for the oversight agencies involved.
Monitoring Well Installation and Destruction Services
NOA has in-house well drilling and installation capabilities. Our experienced drilling team is lead by a 40 plus year experienced senior driller. Our team has installed and destroyed wells across the state of California and we have the capability of using various drill techniques to get the project completed in whatever environment that may be encountered. Our ability to perform hollow stem, mud rotary, and air hammer drilling allows our clients’ needs to be met. Additionally we have the capability of sampling at any depth during drilling utilizing various style sampling techniques in order to ascertain additional information about the engineering and or environmental conditions of the soil that we encounter.

Natural Resources, NEPA / CEQA and Wetlands Delineation
A number of industrial, corporate and public agency clients need to close and transfer properties, or update existing resource management plans for those properties. NOA’s geologists and environmental scientists have the expertise and experience to prepare resource management plans to guide clients through the associated regulatory processes. NEPA/CEQA – The requirements established under the National Environmental Policy Act (NEPA), or California Environmental Policy Act (CEQA) can present a formidable obstacle to development projects. Our experience has shown that a carefully considered review of environmental concerns can provide an effective framework for both development and conservation of natural resources. We have assisted clients with natural resource management through the performance of multi-disciplined analyses, planning and design projects.
NOA also offers a full range of wetland services, ranging from the initial wetland determination to developing a wetland mitigation plan and submitting a permit application to the U.S. Army Corps of Engineers (USACE).
